Since the promulgation of the Law which established LAGOS STATE UNIVERSITY in 1983 and its consequent inception in 1984, this state University has experienced the appointment of various persons to the office of VICE-CHANCELOR with different personalities, modus operandi, professional fields and academic cadres but none has been so dynamic and result oriented like the current VC.

During the embryonic stage of this great citadel of learning, there were many despicable and unprintable events that hindered the growth of the only state owned University of the wealthiest and most vibrant state of the Federation. Abject infrastructural deficiency, high students to lecturer ratio, unaccredited courses, high rate of cultism and poorly qualified staff amongst others were sone of the factors that bedeviled this great institution which created a very unpleasant and sour public image for the University.

The year 2016 witnessed the appointment of a young and astute professor of ENVIRONMENTAL LAW as the 8th statutory and substantive Vice-Chancellor of the University. It is worthy of note that penultimate years to this period, the ever-militant, progressive, articulate and ever-reasonable STUDENTS’ UNION of this prestigious, multiple award winning University had just had a successful but stressful battle and negotiation with the University and State Government over the unnecessary hike and ultimate reduction in school fees, and the entire university populace and communities were still licking their resulting wounds.

Hence the arrival of Prof. Olanrewaju Adigun Fagbohun SAN as the new Vice-Chancellor was greeted with mixed feelings by a larger percentage of students as well as staff(Academic and Non-academic). We all expected a messiah of the new V.C and I am sure that not only did he not disappoint, but surpassed the expectations of all and sundry beyond the wildest imaginations.

First he adopted an open door policy and by waving his magic wand of diplomacy, created unity amongst the staff and further extended it to all organs and parastatals which are in any way affiliated to the University community (no matter how insignificant such may appear) thereby creating a peaceful coexistence between all sectors of the University; which was an essential ingredient to growth and development.

Second he harnessed the internal and external security machineries of the University by employing more qualified security personnel to work as school Marshalls within the campuses and equipping them with relevant equipment like power-motorbikes, shotguns, security Vans as well as security kits while he was concurrently sieving out the bad eggs among them through diplomatic approach and in strict adherence to due process.

Externally, at the two main entrances of the University main campus there were Police Armored Tanks permanently stationed and manned by focused Police officers at any given time each. This singular move worked magic to not only drastically reduce but to finally eliminate the heinous operations of various cultist groups or confraternities within the campus. The result was a peaceful environment very condusive to learning.

Additionally, driven by the zeal to correct the unhealthy living conditions and experiences of LASUITES, he was very concerned and passionate about the welfare of his world class students that he facilitated the speedy completion of abandoned infrastructural projects in all the campuses of the University. Apart from this, he also facilitated the reconstruction of both major roads and their adjoining minor roads in all the campuses (Ojo, Epe and Ikeja) of the University and lighted up the roads thereby setting no glaring different between night and day life on our campuses and consequently encouraging productive night study for the students. He also contracted experts who have beautified the roads and invariably the entire university with classy touch of horticulture.

Yes! The series of villainy which beclouded the innate academic excellence that LAGOS STATE UNIVERSITY is known for is now a stale tale because not only is the academic calendar running smoothly and uninterrupted in the absence of strike/industrial actions, unwarranted protest, operations of cultists, indiscriminate deaths, insecurity, sexual harassment, examination malpractice etc; but the name LAGOS STATE UNIVERSITY has now been penned on the global scene for all forms of academic and managerial innovations and enviable feats. All thanks to the lightening out of the blues: Professor Olanrewaju Adigun Fagbohun and his team of management staff.

How can any conscious LASUITE in this epoch marking era of the LASU V.C. forget the self-assuring slogan and school anthem “we are LASU, we are proud” coined and popularized by this performing VC.

Therefore as he is gradually crossing the tees and dotting the hyes in the next few months, preparatory to passing the barton on to the yet to be appointed candidate, it is exigent and expedient to let the world know what a great man he is, so much so that he was tagged THE BEST EVER LASU VICE CHANCELLOR by none other than the difficulty to impress and very difficulty to please members of NASU. Quite expectedly he has been deservedly honoured by the President with the National Productivity Merit Award as a token recognition of his hardwork, dynamism and dedication.

It is therefore no gainsaying that he has left a very gigantic shoe behind for whoever will come after him as the next VICE CHANCELLOR. In many years hence, when the story of LASU will be told, Professor Olanrewaju Adigun Fagboun would be fondly remembered as the lightening from the blues that came to change things for good – permanently.

The Federal Government through the Ministry of Education’s permanent secretary had on Wednesday the 19th of March, 2020, ordered a nationwide closure of schools, both public and private primary, secondary and tertiary institutions. This decision was made following the outbreak of the novel coronavirus pandemic also known as COVID-19. Later, the Minister of Education Mallam Adamu Adamu had, on Wednesday the 8th of July, 2020, said: “Nigerian schools would not be reopened until the COVID-19 pandemic drastically subsides. He further said Nigerian students would not participate in Senior Secondary Certificate Examinations (SSCE) scheduled to commence on August 4 Mallam Adamu also said, Nigerian students would rather be made to lose an academic year than to be exposed to danger” (ThisDay newspaper, 8/7/2020).

As much as this decision was taken to contain the spread of Covid-19 and to prevent Nigerian students from being exposed to the virus, it also exposes the accumulated failure of successive capitalist governments to adequately fund the Nigeria’s public education system. Indeed at this moment of crisis the Federal Government has just cut its education budget by 54.3%, N111.7 billion to N51.1 billion. It is this failure that has culminated in the poor state of our public schools where classrooms are over-crowded without adequate teaching and non-teaching infrastructures including toilets and running water let alone facilities to support online teaching.

Besides, the online learning policy cannot successfully fully replace physical learning in schools during this period of pandemic considering the reality of the Nigerian economy. Many students and their poor working class parents lack access to constant electricity supply, working electronic devices and or reliable mobile network data needed for online learning, and if these things are available often they are simply too costly for the majority of Nigerians. For children of the rich and privileged, online teaching makes sure they do not feel the pinch the same way as poor students from working class background who have idled away at home for over 4 months now. This pitiable situation calls for concerted effort from all stakeholders in the education system to ensure ‘No child is left behind’’ in the developmental process of providing quality education in this period of pandemic.

For us in the Education Rights Campaign (ERC),
we do not agree with the Minister of Education that students have to lose a year or that schools should be shut indefinitely because of the pandemic. Obviously where the infection rates are still rising, it is correct to be cautious with reopening schools. Already, a layer of students, parents, students unions and NANS have opposed the decision to suspend school reopening. At the same time, teachers are worried about their own health and safety if school should reopen even if partially at this time when infection is rising. Amidst all of these is the do-nothing approach of the government. Government has practically done nothing over the past four months of lockdown and even now to seriously improve the conditions of schools to make them safe. By this approach, government is only making sure that students pay for this pandemic by missing out on examinations and life plans. This explains the fear and opposition of a layer of students, parents, students unions and NANS to the decision to suspend school reopening. At the same time, teachers are worried about their own health and safety if school should reopen even if partially at this time when infection is rising. They know from experience that the corrupt capitalist elite cannot be trusted provide any real protection for them at work. This explains the support of the NUT for continuous school closure.

The only way to address the legitimate fears of workers and students and by so doing unite them is to demand that government at all levels must begin immediately to put in place in schools measures that ensure physical distancing such as building of more classrooms and employment of more teachers together with sanitation facilities and running water. All these can only be done if emergency action is taken to mobilize the use of the country’s resources in the interests of the majority, not the ruling elite and capitalists. For example, empty premises can be taken over in order to provide emergency accommodation for education, with compensation only paid on the basis of genuine need and recorded publicly. The expansion of the educational infrastructure will also enable the absorption of about 10 million out of school children.

These measures which must also include provision of face masks and hand sanitizers to students and staff must be certified by a committee of teachers, parents and health professionals before schools are re-opened. This means no school is opened until the workers, parents and students united together in a safety committee gives a go ahead. The responsibilities of the committee which should also include representatives of relevant government agencies and act as a democratically-run safety taskforce is to go through all schools (both public and private) and monitor safety provisions and certify them COVID-19 safety compliant before and after they are opened.

The taskforce will also have the powers to recommend to an assembly of workers, students and parents the closure of any school found to have contravened safety rules. This approach will place the workers unions in a more vintage position to negotiate and fight for improved conditions and pay, including a special hazard allowance, adequate PPE and life insurance for all members. Therefore, we of the ERC call on education workers unions (NUT, ASUP, ASUP, NASU, etc), NANS and parents associations to come together with a view of developing of a Covid-19 Education Charter which should include measures and demands we articulate above. This Charter which should be used to engage government at all levels is necessary in order to ensure that schools are safe before and after they are reopened and there are also adequate facilities for quality education.

The COVID-19 Education Charter must also include demands for provision of well-equipped and well-staffed health facilities in schools to address small and emergency health problems. In addition, we equally think the provision of school buses with socially-distanced seating arrangement to convey pupils and staff to and from schools will be a step in the right direction.

As a part of this charter, a demand for an improvement in the pay and working conditions of teaching and non-teaching staff including provision of PPE, implementation of collective bargaining agreements with all unions and meeting of demands of unions like the Academic Staff Union of Universities (ASUU) which has been on strike for months now, will motivate the education workers to remain committed in the face of the pandemic.

The ERC believes that it is only through these kinds of independent action of workers, students and parents and our readiness to rapidly take the path of struggle that the best interest of students and education workers can be protected in this period of the Covid-19 pandemic.

ABUJA-THE Joint Admissions and Matriculation Board,JAMB,has drawn guidelines to the heads of the nation’s higher institutions on the 2020 admission.

This came as it directed institutions to begin admissions for candidates for first and second choices on August 21,2020.

“The 1st and 2nd Choices Admission-Exercise be conducted for all institutions from 21st August 2020 to a later date that would be determined by the Federal Ministry of Education and communicated to all the institutions,” it said, adding: “The uncertainties of the Covid-19 make it impossible to fix a terminal date.”

In the guidelines dated July 9,2020 to the vice chancellors, rectors and provosts of universities, polytechnics and colleges of education, respectively, JAMB,warned against flouting decisions of its 2020 policy meeting, held on Tuesday, June 16,2020,insisting that all admissions must be carried out in honest and transparent manners.

If you have been so familiar with the political trajectory and happenings within the camp of the “progressives” as a result of the political tomfoolery and tapestry actively orchestrated and promoted by Arakunrin Rotimi Akeredolu over the years against the State chapter, you would agree with me that a mere apology can’t be a recourse to the damage he has done to the state chapter.

I equally believe that you will probably agree with me also, that his whining cry and late romance vis-a-vis consultations with party leaders barely 48hours to the Party’s gubernatorial primaries aren’t in the spirit of oneness, neither is it in the interest of the party, but an uninterrupted attempt to create a political space where he can forestall, stage and finish his unprinted script written since 2015.

You will definitely be forgiven to think that I have something against him except the fact that he failed to fulfill his electioneering promise of restoring electricity to the Southern part of the state. But believe me, “Once chameleon, always a Chameleon”. As Rightly said, there is no permanent enemy(ies) or friend(s) in Politics. Likewise, there is no permanent clash. If there will be a clash, it is definitely a temporary clash of interest. Yes, as simple as that. Politics is primarily a game of interest. It could be personal or party interest. But the latter takes the forefront in a political party with a good political structure. But the question that is begging for answers is why he would politically enslave and cage some members so much that the shackles were tied around their neck, even threatened to suffocate them when he knew the way to the top of the ladder is on the floor?. Now, he wants them to bury the past. Would that be easily possible?

It is widely believed that the 2015 APC primaries that produced Arakunrin’s candidacy was greeted with riggings, manipulations and what have you.

His candidacy, which many believed was orchestrated and masterminded by the power from above, created disaffection, animosity and division in the camp of the “progressives”. This however remains unabated and deepens after a change in the leadership, as some members loyal to the governor tried to arrogate power to themselves. Arakunrin didn’t only render the aggrieved members useless, he went as far as politically disengaging them so much that none of the disgruntled members benefited from the dividends of his government or have a say in the affairs of the party. As if that was not enough, he ensured that no appointment or contract was awarded to some who stood their ground and vowed to uphold the sanctity of the party, although Arakunrin claimed that they didn’t work for his emergence. But who should have been accused and expelled for anti-party activities if not Akeredolu who in a bid to satisfy his psychotic obsession and compulsive ambition committed the most grievous political crime a politician can ever commit? He sponsored in broad daylight the candidates of AA against his own party candidates. Such action portrayed him not just a self-centred person but as a betrayer. His action however created a leeway for the opposition party as many of his party members lost their mandates to the opposition parties. Who else could be tagged a betrayer between Akeredolu and the members who are tired of his leadership style?. What could have been more good and praiseworthy of a leader, if in the spirit of love and party interest, he had tried to settle scores with aggrieved parties so as to foster an all-inclusive government? But instead,he acted against the principles of wisdom and common sense by letting the sleeping dog lie.

He failed to realize that it offends the principles of wisdom and beats the law of common sense for a man to destroy “Èdè”(his home), because he is going to “Ede”(a town in Osun State). Where will he return to?. The most comic of all is that he is currently scavenging for shelters in the camp he divided and from the same people he rendered useless for over three and half years.

He is pretentiously urging them to embrace peace in the interest of the party after all said and done and after all the missiles thrown and explosives flung across media space. Although, in politics, it is customary to have enemy or enemies as the case may be, most especially when interests don’t align, but what seems to be absurd and abnormal is to practically abandon those who worked directly or indirectly for your emergence. He made a grievous mistake not to have settled with them before now. The question is “Why now?” I am pretty sure that he knew he would be contesting for a second term, so his actions were intentional. He probably might have forgotten that in politics, your enemy today might be that visceral friend you must keep tomorrow. Before now, he should have quenched the power of the ticking time bomb that is about to explode now when he knows his second term bid is a going enterprise. I believe he just didn’t want to.

He believed his popularity and office are enough to persuade potential party delegates to want to give him the mandate again, forgetting that his political pedigrees over the years ostensibly lack grits and grips. Don’t be surprised, after all said and done, in less than few hours to the election, some aspirants who only came like a temporary whirlwind, to be still at its short surge of appointments and robust promises would weasel out their ambitions after much deliberation. Knowing that the political wound inflicted on these people is irreversible, and that his swift actions acted in contravention to the spirit of oneness and interest of the party during the 2019 general election resulted to the party’s lost glory, should bygones be bygones?.

ASUU chairman, Ogunyemi, has rejected reports credited to the union advising the federal government to put off the reopening of schools till 2021

– The professor explained that rather the union is more concerned about the government’s readiness to protect all students at all levels of education

– Ogunyemi, however, added that even of FG were to reopen schools right away, universities will remain closed because the crisis between lecturers and FG predates coronavirus

The Academic Staff Union of Universities (ASUU) has denied a trending report that the body called on the federal government to delay the reopening of schools till 2021 amid the coronavirus pandemic.

The clarification was issued by the chairman of ASUU, Professor Biodun Ogunyemi in a phone chat with Premium Times on Sunday, July 19.

According to the online news medium, Ogunyemi explained that what ASUU actually said was that the FG should only allow the reopening of schools when it is absolutely safe for students.

“First, we did not say schools should not be reopened until 2021. We only advised that schools be reopened anytime it is considered safe for our children,” he said.

Ogunyemi added that the federal government should go beyond simply developing guidelines for safe reopening on paper to ensuring that the guidelines are fully implemented for the safety of students from primary to tertiary institutions.

The ASUU chairman also noted that universities will not reopen even if other schools do because there is an unresolved between lecturers and the government.

“Talking of universities, it should be noted that the crises are beyond COVID-19. There are fundamental crises that will make universities reopening longer and impossible for now.

“We had long told the government our position and until they meet necessary conditions, universities are not resuming even after COVID,” Ogunyemi said.

Earlier this month, Campusinfo reported that ASUU President, Ogunyemi, faulted the government’s decision to reopen schools amid the spread of COVID -19 currently ravaging the country.

Ogunyemi, on Wednesday, July 1, noted that safety measures for pupils were not yet in place, adding that the government should first tell Nigerians who would provide the conditions for the reopening of schools.

ASUU President says any attempt to reopen schools now amounts to experimenting with the lives of Nigerian pupils.

Due to the rise in coronavirus cases in Nigeria, the Academic Staff Union of Universities (ASUU) has advised the Federal Government not to experiment with the lives of Nigerian students by allowing them to sit for the West African Senior School Certificate Examination earlier scheduled to begin in August.

The union said it supports the government’s earlier decision to stop the SSS3 students from writing 2020 WASSCE, saying schools should be shut down until 2021 ‘ to safeguard the lives of Nigerian children and safeguard the health of all Nigerians.’
Chukwuemeka Nwajiuba, Minister of State for Education, had recently said the government would consult with the four other countries under the West Africa Examination Council to set a new date for 2020 WASSCE.

But Prof Biodun Ogunyemi, ASUU president in an interview with The Punch , advised the government against taking such chances unless parents would be told to sign an undertaking.
He said, “Look, Kenya has said they have closed all their schools till next year (2021); they too have exams to write. Safety first. If it means closing the schools until next year to safeguard the lives of Nigerian children and safeguard the health of all Nigerians, so be it.
“So, if that will help us to address cases that can lead to increase in mortality, I think Nigerians should go that way and all of us should see reason for it. If they need to cancel admission for the year, it is good for them. Life matters first, people must have life first before they can go to university.

Are the universities ready to work now?
“Our position is that they should not experiment with the lives of our children. Nobody can tell; the situation may soon normalise and they can do their exams and there is another opportunity for external candidates around November. So, it’s not as if the door is totally closed”.

Ogunyemi said any attempt to reopen schools now amounts to experimenting with the lives of Nigerian pupils. He, however, added that pupils may return to their schools only if the government could meet all the conditions necessary for school reopening.

“The first thing that should be tackled is whether schools are safe. And if the schools are not safe, why do you want to carry out an experiment with the lives of our children? An attempt to send back the children to school at a time there is a spike in COVID-19 cases in Nigeria is like experimenting with the lives of our children.

“If they put all the things in place, including social and physical distancing, sanitisers, kitting the children as we see in other places, decontamination with water flowing in the schools and all the gadgets, why not? So, if government can meet all these conditions, then they can reopen the schools. But if they cannot meet all these conditions, they should not experiment with even 10 students in any school.”

Meanwhile, the National Association of Proprietors of Private Schools has announced its readiness for school reopening, adding that measures have been put in place to curtail the spread of COVID-19.

JAMB has stated that candidates who wish to visit any of its offices nationwide for any of the JAMB services or enquiries may have to book an appointment first before coming. This is another innovation by JAMB to curb the current pandemic.

In view of this, JAMB has introduced the JAMB Appointment Booking Platform. The platform would protect candidates, members of staff of the Board, and other clients by ensuring that the number of clients to be attended to at the Board’s offices nationwide is not above the stipulated number as directed by the National Centre for Disease Control (NCDC).

The reasons to visit JAMB office can be any of the following;

1. Change of institutions/courses
2. Corrections of data including date of birth, local or state of origin, gender, etc
3. Upgrading of UTME to DE
4. JAMB regularisation
5. Uploading of O’level/A’level results to JAMB portal
6. Complaints on registrations and admissions

In this regard, the Board has structured the system in such a way that a candidate MUST secure an online appointment using the same SIM (Phone Number) used for UTME/DE registration by following the steps listed below:

i. A candidate can secure an online appointment, by dialing *55019# using the same SIM (Phone Number) that was used in registering for UTME/DE. This is different from the result checker and other services that are activated by sending SMS to 55019.
ii. From the Drop-down MENU, a candidate selects STATE where he/she intends to access the required service.
iii. Under STATE, the candidate has to pick a centre.
iv. After picking a centre, date and time would be allotted to the candidate by SMS.
v. A candidate is expected to be at the centre not earlier than five minutes of the allotted time and not later than the actual time allotted to him/her.
vi. Any candidate who is a minute late would be disqualified and he/she would have to secure afresh appointment.
vii. The timing will be strictly adhered to as it is the only means to ensure that candidates do not congregate around the premises of the Board.
viii. To complete the process at the centre on the scheduled time and date, a candidate MUST come with his/her SIM (Phone Number) placed in a functional phone and an ATM card in case he/she needs to pay for any service(s).
ix. If a candidate is required to make any payments at the centre, he/she must use an ATM card or go to the bank to make such payments.

The Federal Government and West African Examination Council (WAEC) have agreed to shift the date for the commencement of the West African Senior School Certificate Examination (WASSCE) from the August 4.

The new date for the examination is September 5, 2020.

This was announced by the Minister of State for Education, Hon. Chukwuemeka Nwajiuba, on Friday.

He explained that this decision was the outcome of a meeting between the Federal Government and officials of WAEC’s Nigeria office on Monday noting that both parties have agreed to further consult with four other countries on new examination date.
