FG’s decision not to reopen unity schools for WAEC exams not binding on states, says minister


THE Minister of State for Education, Mr Chukwuemeka Nwajiuba, on Monday clarified that the decision of the Federal Government not to reopen its 104 Unity Colleges for the forthcoming West African Senior Secondary School Certificate Examination is not binding on the state governments.

Minister of Education, Malam Adamu Adamu, had announced on Wednesday last week that the Federal Government schools would not be reopened for conduct of the SSCE conducted by the West African Examination Council (WAEC) scheduled to hold from August 4 to September 5.

He had argued that the safety of the school children could not be guaranteed going by the spike in the COVID-19 recorded cases.

Adamu also stressed that WAEC, a parastatal agency under his watch, could not determine when schools could be reopened for examinations.

But the Minister of State for Education, speaking on Monday at the Presidential Task Force on COVID-19 news briefing, agreed in principle that what Adamu told the State House correspondents after the Federal Executive Council (FEC) meeting was in sync with the position of the PTF on reopening of schools.

He however said that the decision not to allow students from Unity Schools sit for the WAEC examinations was not binding on states.

“Malam Adamu said the 104 schools are not available, he does not have control over the governors. It will be unconstitutional for anybody to say he can tell the governors what to do. You have heard from the PTF chairman consistently that we try to marry what we do with the Governors’ Forum.

“He was only given what you have just received which was the timetable as published by WAEC, and advised that this period from now till when these exams will take place in August, if anybody who wanted to use the schools will have to follow this kind of guidelines and that the Ministry of Education will issue those guidelines.

“The PTF never said they were reopening schools. They only provided the assurance and that guidance. After FEC on Wednesday, the minister, Malam Adamu Adamu, advised the public that based on the information that the PTF and Nigeria Centre for Disease Control have provided, the Unity Colleges-that is 104 out of 19, 129 WAEC examination centres, that he will not agree to reopen the schools. In fact, he went further to advice that we do not open those institutions for use by WAEC and that it was wrong for WAEC to impose those dates,” he said.

COVID-19: FG releases guidelines for schools’ resumption


The Federal Government has released guidelines ahead of the planned resumption of schools at every level in the country but failed to disclose the dates .

The guidelines outlined actions , measures and requirements needed for the safe reopening of schools after the COVID – 19 pandemic .

According to the guidelines released by the Federal Ministry of Education in Abuja on Monday , the safe distancing measures in the new guidelines required that in schools and other learning facilities , learners should be supported to stay two meters apart.

The guidelines which was signed by the Minister of Education , Mallam Adamu Adamu and Minister of State ( Education ) , Hon . Chukwuemeka Nwajiuba was developed in collaboration with the Federal Ministry of Environment, Federal Ministry of Health and health safety experts in the country .

The document reads , “ However, there are exceptions where the two -meter rule cannot be reasonably applied and other risk mitigation strategies may be adopted . Examples include early years , younger primary school children , and those with additional needs .

“ In these circumstances , risk assessments must be undertaken with the best interests of the learners , teachers , and other education personnel in mind . The scenarios require organizing learners and children into small groups with consistent membership and compliance with the risk mitigation strategies . The membership of these groups should not change unless the NCDC public health guideline suggests otherwise. ”
With the release of the document, the government would conduct a rapid assessment and determine funding requirement for upgrading infrastructure and facilities ( such as classrooms , furniture , Water , Sanitation and Hygiene -WASH and ICT facilities ) to meet and sustain prescribed safe school reopening requirements .
The government said it was time for it to plan and address the eventual safe reopening of schools and learning facilities .

Campusinfo gathered that schools and all learning facilities were closed due to Coronavirus pandemic in order to safeguard the health and general wellbeing of children , youths, teachers and educational personnel .

The guidelines included a review of existing policies , practices , and risk mitigation strategies in the use of schools for other purposes , such as distance learn-ing centres , temporary shelters, isolation, quarantine and treatment centres , markets , voting centres , among others .

“ COVID – 19 pandemic poses an enormous risk to the health and safety of learners , teachers , parents, school administrators, education practitioners , and the wider community …More than 1 . 5 billion children and young people globally have been affected by school and university closures .

“ As a responsible government , it is also our duty to provide comprehensive guidelines for a safe and hitch -free reopening of schools and learning facilities . We do so knowing that the health, safety, and security of learners , teachers , education personnel , and families are priorities ” , it stressed .
The guidelines dealt extensively on equitable plans for school reopening and operations, focusing on attendance, social distancing , hygiene, cleaning , and non -pharmaceutical interventions for safe and healthy school activities and programmes .
Adamu explained that the need to develop the guidelines became imperative, “ given that COVID – 19 may be with us for a while. ”

He said the guidelines also highlight the urgent need to maintain and improve upon distance – learning programs .
The Minister said , “ Our aim is to identify and strengthen programmes that will guarantee the recovery of learning gaps resulting from the pandemic.

“ The guidelines were drafted in close coordination with health , environmental , education , and school safety experts who were tasked with the responsibility of charting a pathway for safely reopening our schools and learning facilities for quality teaching and learning .”
The approach, according to him , ensured that stakeholders provided regular feedback throughout the process.

Adamu expressed gratitude to the Presidential Taskforce on COVID – 19 , FMoH , Nigeria Centre for Disease Control and the Education in Emergencies Working Group in Nigeria for their support and contribution in the development of the guidelines

STEP 5: Click on “Generate Invoice” after filling your information correctly and print out your invoice or copy your RRR number from the invoice.

STEP 6: Go to any commercial bank with the Remita Number (RRR number) to make your payment.

STEP 7: Return to the same SITE or click HEREhttp://ndapplication.fpno.edu.ng/Applicant/Form/PostJambProgramme to complete your Application Form.

STEP 8: After completing the form correctly, submit and print your slip.

4. A graduate with a bachelor of science degree in Insurance and Actuarial Science may be considered for master of Business Administration with option in Insurance and Risk Management.
5. A postgraduate degree in Architecture qualifies for admission into a master of science degree programme in Architecture. A candidate other than a graduate of Joseph Ayo Babalola University must produce evidence of industrial training totaling a minimum period of six months.
6. Candidates will be required to take an oral or written interview.

Five ‘O’ Level credit passes at SSCE, NECO or equivalent to include English Language, Chemistry, Mathematics, Biology/Agricultural Science, and Economics. A pass in Physics is acceptable.

2. COLLEGE OF ENVIRONMENTAL SCIENCES
B. Arc. Architecture
B.Sc. Estate Management

College Admission Requirements:
For Architecture, Estate Management, Building and Quantity Surveying: 5 credit passes at SSCE, NECO or equivalent in English Language, Mathematics, Physics, Chemistry and any one of the following: Geography, Fine Art, Economics, Technical Drawing, Building Construction, Biology and Agric Science.
For Urban and Regional Planning, and Geography: 5 Credit passes at SSCE, NECO or equivalent in English Language, Mathematics, Geography and any other two subjects.

3. COLLEGE OF HUMANITIES

College Admission Requirements:

Five ‘O’ Level credit passes at SSCE, NECO or equivalent in English Language and four other Arts and Social Science subjects.
For B.A. English, the other four subjects must include literature in English.
For B.A. History and International Studies, the four subjects must include Government or History.

College Admission Requirements:
For B. Sc. Biochemistry, five ‘O’ Level credit passes at SSCE or equivalent, including English Language, Mathematics, Chemistry, Biology, and Physics.
For B.Sc. Microbiology, Agricultural Science is acceptable in lieu of Biology.
For B.Sc. Computer Science: five ‘O’ Level credit passes in English Language, Mathematics, Physics and any of Chemistry, Biology, Economics, and Geography.
For B.Sc. Physics Electronics, as in Computer Science.

College Admission Requirements:
For B.Sc. Economics: candidates must possess 5 ‘O’ Level credit in English Language, Mathematics, Economics and any other two Arts or Social Science subjects.
For B.Sc. Political Science: 5 ‘O’ Level credit passes in English Language, Government/History, and any other 3 subjects at least, a pass in Mathematics is required.
For B.Sc. Mass Communication, the 5 ‘O’ Level credit passes must include English Language and Literature in English. At least, a pass in Mathematics is required.
