The Provost of Luminar International College of Alternative Medicine, Enugu, Prof. Joseph Akpa, says he has found a cure for coronavirus pandemic.
Prof. Akpa, made the claim to newsmen in a press conference held in Enugu on Wednesday.
According to him, he had already made energy health medicines superficially meant to boost the human immune system and others meant to directly attack the virus to ensure 100 per cent successful cure.
He, however, challenged health institution to bring any patient.
He said: “I will challenge any health institution or agency to bring any known case of coronavirus to me and see how it will disappear within a few days.
“If the Permanent Secretary of Enugu State Ministry of Health or the State Government approaches me to cure any of the known cases of coronavirus in the state I will voluntarily do so without attaching any condition to it.
“I thank God for using me to find the cure to a disease that is already threatening to wipe out the whole earth,” he said. Prof Akpa blamed the outbreak on the quest to be supreme superhuman species among the Chinese and others.
“These people during their meditation engage in what is known as Astral Travelling in which the spirit leaves the body and travel to these planets to probe what is there and at times steal certain substances which they bring back to the earth.
“So be that some of these unworthy activities of the human beings affected the planet Mercury and in reaction now sends the deadly radiations of the coronavirus to the earth.
“Finally, however, I will teach you, journalists, some self-protective habits and also give each of you a bottle of Immunity Enhancement.
“Before ending this briefing I like to inform you that all the planets have also their positive effects on the human beings here on earth, you can find this in many of my works,” Akpa said.

As part of the efforts of Lagos State University to create awareness to the general public on the ongoing coronavirus (COVID-19) pandemic, the Department of Computer Science, Lagos State University has developed a mobile app to enable individuals to do a self test of COVID-19.

This innovation was led by Professor Benjamin Aribisala. Other team members are Dr. Oluwatoyin Enikuomehin, Mr. Olusola Olabanjo and Abdulazeez Saheed, and

Legal Justification of President Buhari’s Declaration.

On 29 March, 2020 the Presidency made a publication of the declaration of restriction of movement within the triumvirate of Ogun State, Lagos State, and the Federal Capital Territory (Abuja). The declaration came in wake of the steady upsurge of the Coronavirus pandemic in the country particularly, within the three (3) States. As rather customary of the President Buhari’s administration, the move has created a fuss within the Nigerian polity, this time, begging the question as to the constitutionality of the President’s declaration.

While I commend the learned silks in the country whose drive towards ensuring the protection of democracy and upholding of Rule of Law has been invariant, it must be said that the declaration of restriction of movement in Ogun, Lagos and Abuja, has a legal backing and it is in no way unconstitutional.

The declaration by the President has been confused as a declaration of ‘state of emergency’ on the three (3) States, which is not so. The President, in his publication stated “Restriction of Movement”, which if scrutinized under the extant laws in the country is legal.

A combined reading of Sections 3 and 4 (a and c) of the Quarantine Act, 1926 is a testament to the powers of the President to make any regulation reasonable to prevent the spread of any dangerous infectious disease from any place
within Nigeria, whether an infected local area or not, to any other place within
Nigeria. The President in his statement stated “Restriction of Movement ” which is evident that he has not declared a state of Emergency in anyway.

It is in no doubt that the President deem it fit to declare restriction of movement in other to contain the deadly from spreading across the Federation, when he said: _”Based on the advice of the Federal Ministry of Health and the NCDC, I am directing the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11pm on Monday, 30th March 2020…We will use this containment period to identify, trace and isolate all individuals that have come into contact with confirmed cases. We will ensure the treatment of confirmed cases while restricting further spread to other States”._

Assuming but not conceding that the president declared state of Emergency, by virtue of section 305 of Nigerian Constitution particularly subsection 2, which reads thus; “The president shall immediately after the publication, transmit copies of the Official Gazette of the Government of the Federation containing the proclamation including the details of the emergency to the president of the Senate and the Speaker of the House of Representatives, each of whom shall forthwith convene or arrange for a meeting of the House of which the he is President or Speaker, as the case may be, to consider the situation and decide whether or not to pass a resolution approving the proclamation” from the above provision, it’s evident that he can proclaim State of Emergency though subject to subsection 3 of the same section paragraph e, which is more particular to the situation at hand. Perhaps State of Emergency is not the issue at hand.

However, the provisions of the Quarantine Act is clear as to the declaration of restriction of movement in which what the president has done is an oral declaration which must be in writing to make it a written regulation before it will have a binding force of law. Meaning that, the oral Declaration made by the president must be written. See the Prevention of Decease Regulation made by Lagos State as a perfect example of a regulation. It has also been clearly stated under Section 5 of the Quarantine Act which stated the penalties for whoever breaches the regulations made in pursuant to the Act. See AG Lagos State V. Eko Hotel Ltd & Anor. For further clarification on the meaning of a regulation stated in the Act.

On these premises, I hereby conclude that the issue is not a matter of State of Emergency but should solely based on regulation and that the President has not in anyway violated the law yet until failure to make his declaration written(Regulation).

In a slight drift from the above statement,S. 45 CFRN 1999 provides for the derogatory clause;a critical and reasonably justified situation wherein rights can be suspended or invalidated from a citizen _in the interest of public defence, public safety, public order, public morality, public health and periods of national emergency.

The ongoing global pandemic of the COVID 19 has made it more evident, than before; that this world is truly a literally global village and we all are a undoubtedly inter-connected. Issues of cardinal/regional poles, race, tribe, religion, ethnicity, political party affiliation, social status, language or even national/geographical boundaries are all in the end *irrelevant and inconsequential. We are one people bounded with a common origin. In a very frightening, real and tangible ways, the fate of one affects the fate of the other. It shocks and saddens us to realize that somehow, we still haven’t quite internalized that self-evident universal truth. As the pandemic continues to ravage and devastate the world, we are stunned as we realize that we are in the midst of an unprecedented global warfare and that the only way to truly win this war, is to quickly recognize it as such and take measures that are truly strong, coordinated and global. We are therefore in for urgent, strong, coordinated and truly effective response, as the only sure way to deal effectively with this unprecedented global crisis and guarantee the survival of our world as we know it.

Let us start with countries in the south, particularly the Africa continent. To all intents, spirit and purposes, it appears that the pandemic at this point in time is not severe as in the case in many parts of Europe, Asia and North America. Whether this is truly the case will be justified and determined by time. Invariably, the data that we have flying around in Africa is most probably an under estimation because tests are not being done in sufficient numbers. The African epidemic is no longer just about the importation of the virus. Initial index cases and their contacts have escaped the screening process and unfortunately, effectively mingled with the unsuspecting population. The reality is that community transmission is well underway.

“`Each country in Africa must do it bit. This fight must be taken on at the highest level of government in each country.“` We must learn from the tragedy of the more developed countries that delayed too long in considering an treating it as The National emergency that it is. In Nigeria, each of the state must act strategically but more importantly the Federal government and the Nigeria Center for Disease Control (NCDC) must be at the helm of control efforts so that adequate control efforts are uniform across the country. _This virus knows no borders. If Lagos is recording a large number of confirmed cases, what that really means is that hundreds and thousands of faceless contacts are moving all over the country and transmitting the infection- hence the community spread. At all cost we must delay the spread to buy time, for several important reasons. We have weak or non-existent health systems in many parts of the country.*_ These systems are expected to deal with the impending loads of cases that would need clinical care or isolation. If we are unable to buy enough time we may never be lucky to become beneficiaries of treatment or vaccination remedies that medical teams, donors and researchers all over the world may succeed in providing. To buy this much needed time, we need to immediately commence as it partially done now and sustain nation-wide lockdown, self-isolation and social distancing where possible.
This needs to be a well coordinated and joint effort of government at all levels, religious leaders, community leaders, private sector, civil society and all non- state actors. Absolutely everybody; as a citizen agenda!! We are blessed with some of the richest men and women in Africa. This is the time for them to join and contribute generously to save their people. Moreover, what will be the money if they or humanity is extinct?

We are also blessed with the largest population in Africa – in fact one fifth of the population in Africa. If we fail to stop the epidemic and it manages to ravage the country, we will bring Africa to her knees not to mention the unimaginable tragedy and suffering that will be unleashed on humanity in general as a chain reaction. During this period of delayed transmission(of the virus), we need to use it wisely to construct emergency hospitals as has been done in China and elsewhere, ship in medical supplies, train, mobilize and import medical personnel and clinical psychotherapists if possible, bring massive numbers of ventilators and other essential medical equipment.

The African continent needs to rise up and show continental leadership encouraging and supporting countries to reach out to their neighbours for support. African Union (AU), now is the time to commence continental leadership at the highest level,African Union needs to demonstrate to us that they are truly a union for the good of Africa. Begin immediate talks if you haven’t already started with the global northern leaders. With Africa Heads of State beginning to draw up joint plans enriched with lessons learnt from the pandemic response in other countries and that address the crisis not just within their countries but in full recognition of the fact that the fate of the continent is intertwined – an epidemic in one country will inevitably provide the pathway into other countries. Strong visionary leadership from the AU needs to be now. Before the pandemic take root, Africa, let your leaders come together.

For the people in the North, it is most unfortunate that within the recent past, your global coordinated action and leadership seems to have been considerably weakened. We have witnessed a move to nationalistic calls and tendencies. A case of us versus the rest of them out there in the world. It is time to put your differences behind you. There is still time for you to demonstrate that you can come together whether as a G7, G8, G20 or whatever. If the global north has been more united and in nexus, countries in Europe such as Italy, Spain and France would have received assistance much earlier in the Pandemic. This begs the question; what on earth is the EUROPEAN UNION(E.U) doing?* Countries like the US and UK would have prepared themselves much better for their own terrifying and unfolding epidemic.
Global leaders in the north and south need to talk to themselves. If the world leaders in the north succeed in dealing with the national epidemic that is ravaging many of their countries today, it can never be counted as success, if the epidemic continues to ravage the countries that are much vulnerable. The epidemic must not be allowed to take root in poorer countries with much deficit in health, finance and other global developmental indexes. Populations will be decimated. Financial and economic systems will retrogress and crash. Entrenched and persistent poverty will become a greater reality. Countries that think they have contained the epidemic cannot remain safe forever. They cannot close their borders indefinitely. Their trades, economy, interest, industries to a large extent also depends on the resources that come from these poorer weaker countries.
Thus, we say to these super powers and power blocks, that _*even as you stretch yourself to try and contain it within your boundaries and nation, you must recognize that an equally important element of this fight is to reach out immediately to the weaker countries and take up the fight there as well.

As we earlier adduced, there is a huge need for testing facilities, health personnel, medical supplies, medical equipment particularly ventilators etc. *But even more boldly – there will be need for economic stimulus packages (e.g) Tax holidays and rebates, concessions and price subsidies, CBN intervention schemes, Telecoms reductions, Food and relief supplies, housing and accommodation cuts etc.* These have been recognized as critical because of the already emerging economic depression in countries allover. These packages needs to be robust and adequate. More robust for countries in the North but as difficult as the notion may be, it is also necessary for the North to deep their hands further into their thinning purses to help countries in Africa and other countries that need help.

We strongly commend the leadership the World Health Organization(WHO) is showing and we are even more proud that the leader of that organization,Dr. Tedros Adhanoms Ghebreyesus, is an African and that he has proven himself beyond reasonable doubt to be a true global health leader. He is calling for global coordination and global leadership. We at CONSTITUTIONAL LAW CLUB join in that clarion call. However, let us add that the precautionary measures so far provided by the WHO which though very sound for most of the world, is not adequate for Nigeria and Africa for several reasons._ In that effective hand washing is much more difficult to achieve for the vast majority of our urban and rural communities that have no running water in their homes. Hand sanitizers are hardly affordable for many in our country. More unfortunately the hand sanitizers predominantly imported/produced and sold to Nigerians here are mainly for bacteria and not for virus against which we wage the immediate war.(This is with a view at driving implementation of the Sustainable Development Goals SDGs on Water sanitation and good hygienic environment).

The logistics of social distancing are incredibly difficult – many live in over crowded homes;our markets and public transportation mechanisms(irrespective of their closure) are potential incubators of the virus.* Nigeria and Africa is in urgent need of prevention and containment measures that are tailored for our indigenous systems.

To Dr. Tedros again, we say well done. You are doing a marvellous job sir but you must remember and deliver for your continent.
We are proud of the role that the United Nations(UN) has always played in the world. In times like this that you demonstrate unequivocally that her continuing existence is crucial for the welfare of the world. But they need to become an even bigger/stronger platform that will support and help enforce this global effective, coordinated collaboration and response. They must be bold and insistent in asking everyone to come together in putting nationalistic manifestoes asides.

Deep appreciation to *His Excellency, President Muhammadu Buhari (GCFR) for standing tall in the outbreak of the epidemic in Nigeria, through the *Federal Ministry of Health, the Nigeria Center for Disease Control (NCDC) headed by Dr. Chikwe_ at various states and the FCT, the Presidential Task Force(PTF) on Corona Virus – Covid 19′ chaired by the Secretary of the Government of Federation (SGF),Mr. Boss Mustapha,_ the Security Agencies for enforcing contact tracing and restrictions on movement and all sister MDAs for rolling out strict measures and advice to combat the spread and transmission of the monster Virus.
Profound gratitude also to the Lagos State Governor,Mr. Babajide Sanwo-Olu for his unrelenting efforts to stem the rapid outburst of the Virus.

In this particular global war, we will either win together or we sink together.
We must all cooperate together at all national and sub national levels. There is no “I have contained it and you have not” or any form of complacency. There can in the final analysis be no victor only the vanquished, if we do not come together. All hands must be on deck in concert. Human lives are way more important than any economic variables or indices.

The Joint Admissions and Matriculation Board (JAMB) has published the names of candidates that have been discovered to have participated in various forms of exam malpractices for 2020 UTME. It was discovered that most of the candidates are from Imo, Anambra and Enugu States.

Other states on the list are Abia, Adamawa, Jigawa, Kaduna, Kano, Kwara, Ondo, Oyo, and Osun.

It was gathered that the candidates were found to have involved in various forms of malpractice like; examination by proxy, attempt to cheat, forceful entrance, tampering with examination documents, smuggling of mobile phones into the examination halls among others.

The results of the affected candidates will definitely be withheld by JAMB.

It is established that, Corona virus is a virus with crown-like spike on its surface. The human Corona viruses were first identified in the 1960s. However, some animal Corona viruses can infect human. The Corona virus disease 2019 (COVID 19) is strange to human and attacks the respiratory tract.

Unfortunately, this virus has been contacted by a Chinese with which it was believed to have been contacted from animal. This virus can be easily transmitted from one person to another by droplets from the respiratory tract of infected persons which can be from coughing, sneezing etc. Hence, it can be contacted through any part of the body that can subsequently lead to the throat, such as the; eyes, nose, mouth, and hands etc.

Nigeria is a country with a population of over 190 million people, with insufficient Medical Facilities and personnel. You will agree with me that the records so far have shown that this virus is deadly but be it as it may, there is need for precautionary measures. There is no gainsaying that the Nigeria Economy will surely be backwarded but then prevention is better than cure.

It is arguable that the Nigeria Government could have prevented this virus from spreading in to our country but unfortunately it has gone viral. It is possible that the virus is more rampant in the country far beyond what has been announced. We should note that only confirmed cases were announced, how about the suspected cases? Perhaps the government is merely trying to cover the overall statistics so as not to cause fear and panic in the minds of Nigerians. I must say emphatically that the Federal Government should announce the magnitude of the situation to Nigerians so the whole country would see reasons to self-isolate.

We quite understand that it is not easy to shut down all sectors but then, health is wealth. If care is not taken in this country, many Nigerians would be infected with this virus and sardonically, we do not have enough facilities to combat this deadly virus.

Practically, Federal Government can’t be playing pranks on the existence of the virus in our country. On this note, we plead with Nigerians to adhere strictly to the following so as to contain the virus and remain safe;
1. Wash your hands regularly with soap and flowing water
2. Make use of the hands sanitizer frequently
3. make use of nose mask
4. Practice social distancing
5. Avoid touching any parts of your face with your hands especially when not washed.
6. Sneeze or cough into a tissue paper and discard immediately (if tissue paper is unavailable, sneeze or cough into the arc formed by your elbow)
7.Report to the nearest hospital in case of any symptoms fever, coughing and short breath
8. Inform others about the precautions

Despite the closure of all tertiary institutions by the federal government, the Academic Staff of Universities Union (ASUU) has declared an indefinite strike after the expiration of its two-weeks warning strike.

The national president of the union, Biodun Ogunyemi, announced the strike at a press conference in Abuja on Monday.

“The union has decided to embark on total and indefinite strike from Monday 23,2020, ” he said.

He said the union rejects the use of force to enrol on Integrated Payroll and Personal Information System (IPPIS).

The National Universities Commission ordered universities across the country to close for a month, beginning from March 23, due to the outbreak of coronavirus.

The union commenced its warning strike on March 9, 2020. Since the commencement of the strike, the government met with the union twice.

ASUU is embarking on the strike over the non-payment of salaries of their members who failed to enrol into the federal government’s IPPIS, a payroll software mandated for all public officials.

The government, last Thursday, also reached an interim agreement with striking university lecturers to integrate the University Transparency and Accountability Solution (UTAS) into the IPPIS.

The IPPIS is the government’s accountability software that has been made compulsory for all public institutions, mainly for personnel payroll.

ASUU is opposed to the use of IPPIS for lecturers, saying it does not consider some of the peculiar operations of universities. The lecturers’ union then developed its own UTAS which it wants the government to adopt for universities

The Lagos State University Management hereby announces the postponement of the 24th Convocation Ceremonies of the University indefinitely. The Convocation Ceremonies was scheduled for Friday 20th to Friday 27th March, 2020.

The postponement is as a result of the prevailing health threats occasioned by Coronavirus pandemic and the resolution of the Federal and State Government to discourage the gathering of people in public places at this point.

The Management regrets every inconvenience this postponement might cause to all our graduating students, awardees, family, friends and other stakeholders of the University.

Further information on the 24th Convocation Ceremonies will be made available in due course.

As a result of pandemic Corona Virus, the National Youths Service Corps (NYSC) has directed all orientation camps be shut down with immediate effect nationwide.

The directive will disrupt the ongoing orientation camp of Batch A stream 1, across the 37 centres in the country.

CAMPUSINFO learnt that the directive is part of preventive measures taken by the scheme against the spread of deadly Corona Virus in the country.

A source who does not want his name mentioned told ROVING REPORTERS correspondent from Abuja that the directive to close down all Orientation camps indefinitely nationwide came from the headquarters of NYSC.

He said “we have been asked to close down all orientation camps and discharged them to their various place of primary assignment if possible and
Also,all corps members should get back to their different states pending the time when all dusts will be settled over this corona virus.

“I want to believe it is to avert anything that could endanger the lives of the corps members and the staff of NYSC.”

The scheme had on Thursday 12 March performed swearing in ceremony for the 2020 Batch A ,stream 1 corps members at all orientation camps across the country including the Ondo state camp located in Ikare Akoko.

It was further gathered that health personnel screened corps members and other persons with infrared thermometers at the point of entrance to guard against possible contraction of corona virus and Lassa fever within the orientation camps.
