JAMB stops varsities from admission into distance learning, part-time, programmes

Universities and other tertiary institutions running degree programmes can no longer admit candidates on their sandwich, distance learning, part-time and other programmes directly, the Joint Admissions and Matriculation Board (JAMB) has said.

The board also said it has cancelled the regularisation of “backdoor admissions” conducted by higher institutions going forward.

The board said henceforth, all admissions into the various programmes in tertiary institutions must be processed through it, warning the institutions against flouting the new rule.

JAMB announced the new advisory in its weekly news bulletin on Monday in Abuja by its Head of Media and Protocol, Dr Fabian Benjamin.

“The Joint Admissions and Matriculation Board would no longer condone any illegal/ irregular admission by any institution,” the board said.

The bulletin reads: “The advisory further made it clear that the new hardline position taken by the Board was informed by the quantum of applications received for candidates for condonement of illegal admissions popularly known by candidates as ‘Regularisation’ adding that such ignoble acts would no longer be tolerated by the Board.

“The advisory further reiterated that all applications for admissions to First Degree, National Diploma, National Innovation Diploma and the Nigeria Certificate in Education into Full-Time, Distance Learning, Part-Time, Outreach, Sandwich, etc., must be processed only through the Joint Admissions and Matriculation Board (JAMB)

“The advisory, therefore, enjoined institutions to advise their candidates to apply to them through the Joint Admissions and Matriculation Board (JAMB), adding that duplication of application forms is also not allowed.

“On the other hand, candidates are to ensure that any admission issued to them by any institution is routed through the Board even before considering to accept such offers.

“The advisory stated that the Board would not succumb to pressure from any quarter to clear any candidate for the NYSC or other essential needs if he/she had accepted any admission from any institution which did not follow laid down regulations as emphasised above.

“The Joint Admissions and Matriculation Board (JAMB) and the three Regulatory Agencies: (National Universities Commission (NUC), National Board for Technical Education (NBTE) and National Commission for Colleges of Education (NCCE) will ensure that all Tertiary Institutions comply with this policy directive.

“Other Professional Regulatory Agencies are also expected to play critical roles in sanitising the process. In the same vein, the Board restated the need to streamline academic standards and maintained that the duration of all Non- Full Time Studies must be maintained as approved by the Regulatory Agencies.

“This, he said, is generally not less than one hundred and fifty percent (150%) of the equivalence of Full Time.

“Institutions which desire to place advertisement to source for candidates can do so but they have to advise potential candidates, beginning from those who sat the current UTME (or DE candidates), to change to or pick these institutions as First (1st) Choice rather than the tortuous route of requesting candidates to purchase another application form. This, the advisory noted would prevent the issue of double registration.”

The Management of Lagos State University (LASU) Ojo has put in place a policy to guarantee 50 per cent refund of school fees to students with a Cumulative Grade Point Average (CGPA) of 4.50 in every session.Prof. Ibiyemi Olatunji-Bello Vice-Chancellor (VC) LASU gave this assurance on Monday during the matriculation ceremony of the 2020/2021 students.

The Institute of Management and Technology(IMT), Enugu in affiliation with the University of Nigeria, Nsukka (UNN) has commenced the sale of forms for the 2021/2022 post-UTME/Direct Entry Screening Exercise for admission into its Degree programmes.

The screening exercise is open to all candidates who scored 180 and above in the 2021 Unified Tertiary Matriculation Examination (UTME) conducted by Joint Admission and Matriculation Board (JAMB).

The screening exercise will be for the following

Degree Programmes;

The Joint Admissions and Matriculation Board, JAMB, a couple of years ago, made over N400 million from candidates who requested that their names be written in other manners apart from the ones they initially inputed while filling forms to sit for the Unified Tertiary Matriculation Examination, UTME.

The Registrar of the Joint Admissions and Matriculation Board, JAMB, the body in charge of the exam, Prof. Ishaq Oloyede, who disclosed this, said the supposed errors were intentionally made by such candidates who bought more than one form, and who hoped to present the results of the exam where they scored higher marks for admission purposes.

Oloyede stated this while delivering a lecture at the Faculty of Arts, Lagos State University LASU, Ojo, Lagos.

The lecture was titled “Normalising the abnormal: JAMB operations during the COVID-19 era.”

Oloyede who assumed office in 2016, said the incident occurred during his first year in office.“Then, the charges for change of name was N1,000. I was curious when I saw that the Board raked in about N400 million from that alone.

That means about 400,000 candidates saying they did not arrange their names properly or they spelt them wrongly.

After digging deep into the matter, we found out that some candidates bought more than one form and then use different names with the intention of presenting the result with the highest marks for admission process.

To curb that, we subsequently introduced the system whereby candidates are the ones who input their names directly and if anybody says he makes a mistake in the spelling of his name that is his own problem,” he said.

Oloyede decried the attitude where parents were helping their children to cheat in examination, saying the normal habit of children shying away from cheating because their parents would not condone that had been thrown away.

Giving a breakdown of the recorded cases of malpractices during the conduct of UTME from 2010 to 2018, he said the year 2010 had the highest figure of 49,371.

Year 2011 had 19,824, 2012 had 7,881, 2013 recorded 12,532, 2014 had 3,037, 2015 had 2,581, 2016 had 3,462, 2017 recorded 2,512, while 2018 had 9,831 cases.

To stem the tide of malpractices, he said the Board introduced monitoring and remote testing if CBT centres’ network, biometric capturing of 10 fingers of candidates, embossment of photograph on all documents among others.

On the conparative performance of candidates in the last four years, Oloyede said it had been on downward movement.

In 2018, out of 1,607,743 candidates that wrote the UTME, 25.82 percent scored 200 marks and above, while in 2019, when 1,817,306 wrote it, 22.97 per cent were in that category, while in 2020 that had 1,949,692 candidates, only 20.76 percent scored that high and in 2021 with 1,312,992 candidates only 12.84 per cent scored 200 marks and above.

The trend continued in other categories and in the category of those who scored 140 marks and above, 96.96 per cent in 2018, 90.92 percent in 2019, 91.57 per cent in 2020 and 73.43 percent in 2021.

The management of the Obafemi Awolowo University has postponed the 2021/22 post utme Examination date.

The exam which was slated to hold on the 27th -29th of October,2021 has now been rescheduled to hold on 10th, November 2021.

CAMPUSINFO also learnt from an internal source of the Institution that the Registration deadline for the said Post utme has been to extended till 3rd of November 2021.

Consequently, Intending Applicants who wishes to apply for the Varsity can make do of this opportunity to apply as the Registration deadline won’t be extended anymore.
