The Federal Government has said it is not correct for the Academic Staff Union of Universities to accuse it of failing to implement the agreement it signed with the union.

It said there was a process through which decisions on such issues were taken and that process had not been followed through as far as the agreement being referred to by ASUU was concerned.

The Minister of Labour and Employment, Chris Ngige, who disclosed this in an interview with one of our correspondents while reacting to the fresh ultimatum recently issued by ASUU, accused the union of causing panic.

The PUNCH had last week quoted ASUU as expressing its readiness to embark on another round of industrial action following what it called the failure of the Federal Government to implement an earlier agreement signed with the union.

The union gave the government till last Tuesday to implement the pact or it would activate the procedure of embarking on a strike.

The President, ASUU, Prof Emmanuel Osodeke, told The PUNCH that the Federal Government must do what it agreed to.

He said, “The government has refused to reach out to us. Government officials have stopped. In fact, they don’t take our calls again. Nigerians should tell the government to do what it agreed to do.

“We signed an agreement and in May, we reached a final agreement; this is August and nothing has been implemented. Does it make any sense?”

But Ngige told The PUNCH that ASUU was referring to a meeting its leaders had with the Ministry of Education.

He said for the resolution at that meeting to become an agreement, there were laid down procedures that must be followed.

The minister said such an agreement must pass through his ministry and end up at the Federal Executive Council, where a final decision would be reached on it.

He explained, “ASUU was talking about a meeting it had at the Ministry of Education. I have not received any report on that meeting.

When they mention the government, I get confused whether they mean the Ministry of Education, Ministry of Finance, Budget and National Planning or the Presidential Committee on Salaries and Wages or my ministry.

“When they talk about the government, it is a bogus statement, which they use all the time to confuse the public.

“My ministry is the last point of call when negotiations with their employers fail. I have nothing to do with their initial negotiation. But that particular negotiation they are talking about has to do with wages again.

“They are asking for an increase in money. So, when they finish in the Ministry of Education and the National Universities Commission, they have to bring it.

If the Ministry of Education agrees, it will bring it to the Salaries and Wages Commission as well as the Presidential Committee on Salaries and Wages to look at. That is how the government works.

It is the report of the meeting with the education ministry that they said has not been signed. They will not sign until it is looked critically at the ministry and they feel it is fit and proper to present to the government under the Presidential Committee on Salaries and Wages as well as the Salaries and Wages Commission.

“If we are satisfied at that level, we take it to the Federal Executive Council. These are the stages. Let them not be pretending as if they don’t know.”

The minister accused the union of always issuing strike threats to cause panic among the populace.

He added, “They just brandish these strike threats and cause panic among members of the public, which is not fair.

The thing has a route. Babalakin was negotiating it before he was removed and the committee re-constituted with a new chairman.

“The committee has been working. People came into that committee as members and some others to observe. My ministry’s people are there to observe.”

When Oshodeke was contacted on the allegations made against ASUU by Ngige, he declined making further comments.

“I don’t want to respond to Ngige through the press. When I see him one on one, I will raise the issue with him. More so, I spoke with him at length yesterday (Sunday),” the ASUU President stated.”

All public and private schools in Lagos will resume for the 2021/2022 academic session on Monday, September 13.

This announcement was made on Monday evening by the state’s Commissioner for Education, Folasade Adefisayo, in a statement signed by an assistant director, public affairs of the ministry, Ganiu Lawal.

The commissioner said the students of model colleges and upgraded schools are to resume in batches, noting that the SS2 students seeking placement into SS3 classes and who are accommodated at the schools’ boarding facilities are expected to resume on Sunday, September 19.

Revision for this class will run from 20th to 26th September while promotion examination to SS3 class will start from 27th September to 8th October, 2021,” she said.

The commissioner said the newly admitted JSS1 students into model colleges are to resume on Saturday, October 2 for a one-week orientation programme, which she added will intimate them on the secondary school structure and modalities.

Other returning students in JSS 2, JSS3, SS1 and the newly transited SS2 in the various model colleges and upgraded schools are to resume on Saturday, October 9 while classes for these set of students will begin on Monday, October 11, 2021.

She revealed that the adoption of staggered resumption for model colleges and upgraded schools was due to the presence of 2020/2021 SS3 students currently writing the West African Senior School Certificate Examination (WASSCE).

She said the examination will end on October 6 and the fact that these schools cannot accommodate seven sets in the boarding system.

Appealing to parents to abide by the new development for a smooth academic session, the commissioner called on pupils and students to take their academics more seriously and devote more time to their studies.

Kaduna State Governor, Nasir el-Rufai, has urged the Joint Admissions and Matriculation Board to stop giving “preferential scores” to students in Northern Nigeria who sit for the Unified Tertiary Matriculation Examination.

He stated this on Monday as a guest on Channels Television’s ‘Sunrise Daily’ breakfast programme monitored by The PUNCH.

According to the governor, students in the North should not be given lower cut-off marks but the same cut-off marks as their counterparts from other parts of the country for them to be competitive nationally and internationally.

Established in 1978, JAMB is the government agency saddled with the responsibility “to conduct matriculation examinations for entry into all universities polytechnics and colleges of education in the country and to place suitably qualified candidates in the available places in these institutions”.

Before now, JAMB set cut-off marks across the country but the Board recently cancelled general cut-off marks for admission into tertiary institutions for the 2021/2022 academic session and gave institutions the freedom to set their individual minimum benchmark for admission.

Schools’ closure: Bandits, terrorists won’t win in Kaduna, says gov

El-Rufai also said the current closure of schools in the state was the major goal of bandits and terrorists oppressing the state but he vowed that they won’t win.

He said, “The north has always been behind in education, we’ve continuously been the disadvantaged region right from independence even though we’re given preferences, JAMB scores and all that. That has not helped, in fact, it has made our people lazy.

“The continuous closure of schools is exactly what bandits and Boko Haram want and we are not going to let them win but we must put the safety of our children and teachers first,” the governor noted, adding that the gradual reopening of schools would commence soon.

‘Kaduna has attracted $3bn investments despite banditry’

Furthermore, the governor said that the state has attracted over $3bn foreign and local investments in the last two years despite the menace of banditry.

According to him, the Nigeria Police Force and other security agencies are overwhelmed, hence, the need to train hundreds of vigilantes who will bear arms and confront the marauders who operate from the forests of Kaduna.

This banditry is essentially a rural phenomenon but it has moved to the urban areas,” the governor lamented.

He said that when the menace of banditry started in the state about three years ago, “it was essentially a rural phenomenon and that has not affected our ability to attract investments in the state”.

“In the last two years, we’ve attracted more than $2bn, close to $3bn of foreign and domestic investments into the state.

“We’ve also engaged in massive infrastructure across the state, everywhere,” el-Rufai explained.

525 killed, 1,723 kidnapped in six months

Kaduna has perhaps been the worst hit by the nefarious activities of bandits and kidnappers in recent times in spite of the heavy presence of military formations and institutions present in the state.

The military has no fewer than six military formations in the city. The military formations include Jaji Military Cantonment; 1 Mech. Division Headquarters, Nigerian Army, Kaduna; New Barracks, otherwise known as ‘Kotoko’ Barracks; Old Site of the Nigerian Defence Academy, Kaduna; Kalanpazi Barracks (Artillery Regiment) and the Nigerian Air Force Base.

But according to the official statistics by Governor Nasir El-Rufai administration, the vicious marauders killed at least 525 innocent lives, kidnapped 1,723 between January and June 2021.

Serial abductions

On July 24, marauders invaded the country’s foremost military institution, the Nigerian Defence Academy, Afaka, Kaduna, killing two officers and abducting one.

The NDA campus is opposite the Federal College of Forestry Mechanisation, Afaka where bandits abducted 39 students on March 11, 2021. The bandits had demanded N500m to free the captives.

On April 20, 2021, bandits had also kidnapped at least 23 students of Greenfield University and a member of staff.

On July 5, 2021, around 2am, bandits stormed Bethel Baptist School, Damishi, Kaduna, and abducted 121 pupils, according to the Proprietor of the school, Rev. Ishaya Jangado.

In some cases, bandits released some of the students after their parents parted with millions of naira as ransom but a few students haven’t been lucky to make it out alive.

The situation has dealt a terrible blow on education in the state as over 5,000 schools in Kaduna remain shut following the ongoing military operations to flush out bandits from the state.

All full-time undergraduate students of Lagos State University are hereby notified of the change in the course registration interface on the University website, showing new security features. The change is due to the need to make the portal more secure and free from manipulations.

Before now, students only needed their matric number and surname to access their registration page. The simplicity of this process allowed students with mischievous intentions and cafe agents to clandestinely access other student’s course profile without permission.

To forestall this, the DICT has now added two layers of authenticity that will require a student to update their registration profile with his or her personal (private) email address and current telephone number. Students will now be able to set their own passwords against their profiles and, the personal email address and phone numbers provided will be essential to recovering their passwords if same is forgotten.

This means that students must, at all costs, avoid using business centers/cafes credentials on their profiles as support will be entirely online.

As with all other sensitive personalised operations, students are to ensure that their login credentials remain private and not shared with third party.

The Director-General of the National Youth Service Corps, Brig.Gen. Shuaibu Ibrahim, on Monday, warned against lobbying done by corps members to get rejected during postings, adding that the orientation course was germane to the operations of the NYSC Scheme.

Ibrahim made this disclosure during his virtual address to 2021 Batch B Stream II Prospective Corps Members and Camp Officials nationwide.

According to him, the essence of the NYSC is for national unity and integration.

Corps members must not lobby to be rejected when posted to their places of primary assignment after the orientation course.

“Choose and execute viable projects in your host communities in order to leave lasting legacies. Meet men and women of goodwill to sponsor projects.

“Remember, you are not to use your personal funds to carry out projects either individual or group,” he said.

He added, “In order to win award, Corps members must not relocate out of their original state of deployment.”

While commenting on Skills Acquisition and Entrepreneurship Development Programme, Ibrahim encouraged them to respect the dignity of labour by taking the programme seriously.

He said, “Ex-corps members and those serving have done a lot under the SAED Programme and are still doing well with the various skills set.”

Also speaking, Abraham Meshach, with state code BO/ 21B/1126, who is also the Corps Camp Director of NYSC Borno State, camping in Katsina, in his vote of thanks, assured Ibrahim of good conduct, adding that Prospective Corps members Nationwide would not drag the good name of the Scheme in the mud.
