LASU governing council shortlists 4 professors for VC position . Odusanya, others with medical fellowship didn’t apply By Gabriel Dike The Governing Council of Lagos State University (LASU), Ojo, has shortlisted four professors for the vacant vice chancellor position. Daily Sun gathered that at the close of submission of applications, six professors applied for the plum job. The Joint Council and Senate Appointment Committee shortlisted four professors. Among the four professors shortlisted, two are from LASU, one from outside the country and the last applicant is a former Deputy Vice Chancellor. The interview is scheduled for next week. The four Professors shortlisted by the Sir David Sunmoni-led governing council are Prof. Dideolu Awofoju of Nambia University, Prof. Senapon Bakre, former deputy vice chancellor of (LASU), Prof. Ibikunle Tijani, former deputy vice chancellor, Adeleke University, Ede, Osun State and Prof. Ibiyemi-Bello Olatunji, former LASU deputy vice chancellor. Interestingly, Professors without PhD such as Prof. Olumuyiwa Odusanya, Prof. Abiodun Adewuya, both from Lagos State University College of Medicine (LASUCOM) and Prof. Mohammed Ibrahim, former vice chancellor of Al-Hikmah University, Ilorin, Kwara State. Two applicants that were not shortlisted by the Joint Council and Senate Selection Committee are Prof. Akinyemi Kabir, former Dean, Students Affairs, who was shortlisted twice in the aborted exercise and a professor from the University of Illorin. Recalled that the sacked governing council under Prof. Adebayo Ninalowo, recommended the three professors without PhD to Governor Babajide Sanwo-Olu to pick one as the 9th VC of LASU. It was gathered that the interview for the vacant VC position will hold on Tuesday, September 14, 2021 and the new VC is expected to resume office in forest week of October. Last week, Governor Babajide Sanwo-Olu declared that he has no anointed candidate for the vacant position of LASU VC . Sanwo-Olu explained that

The Presidential Visitation Panel to the University of Lagos has said it detected cases of contract splitting and frivolous contract awards at the institution.

The seven member panel which was headed by Gen. Martin Luther Agwai (retd.), stated this in its report to the Federal Government which was made available to The PUNCH on Sunday.

The report also indicted the UNILAG Vice Chancellor, Prof. Oluwatoyin Ogundipe-led management for various infractions, including financial and poor corporate governance.

Recall that the panel was constituted on March 29, 2021 to look into the affairs of UNILAG between 2016 and 2020.

This was after the immediate past Governing Council, led by Dr Wale Babalakin SAN, removed Ogundipe.

However, while the panel was about completing his report, Babalakin SAN, resigned.  But Ogundipe was reinstated by the FG in December 2020.

The Agwai panel in its report said, “There are cases where the principal officers exceed approval limits by approving related and similar expenses that ordinarily should be a single piece of procurement. This could be interpreted as splitting of contracts or services for it to be within the limit of an officer and avoid rules governing big tender, breach of the Procurement and Fiscal Responsibilities Acts.”

The panel report gave an example of frivolous contracts saying, “In year 2016, the sum of N25,085,306 was paid to Nugabass Consultants Limited as professional fees in respect of recovery of N447,000,000 from PENCOM out of the N3bn indebtedness of the FGN to the university. This is an avoidable cost as the university could have established a more cordial relationship with PENCOM and used it to recover the debts.”

It noted that only one external audit firm had been auditing the financial statements of the University Main Campus, College of Medicine, and all the internally revenue generating units, adding  “ The University is a large educational institution with many, and demanding activities. A single firm of auditors seems inadequate to handle the annual audit of the institution along with its numerous subsidiaries.”

The visitation panel report also explained that as regarding approval limits and splitting of contracts and services, the Bursar and other parties that were interrogated, including the Head of Procurement, based their position on lack of funds to take on the whole contract sum at once and on overpayments, they explained that the excess of amounts paid for services were additional cost on certified work that became inevitable despite expiration of the first contract agreement.

“From the Memoranda that it received and from presentations made, a number of people made strong allegations of gross misconduct against Prof. Ogundipe personally and his management between 2017 and 2020.

“These are Dr Babalakin, immediate past Pro-Chancellor and Chairman of Council; Engr Tunde Oloko, immediate past acting Director of Works of the university; Professor Oye-Adeniran, retired Prof. of Medicine University of Lagos and Council member from 2016 to 2019; Dr Saminu Dagari, former Council member, 2017 to 2020; Dr; Bayo Adaralegbe, former Council member, 2017 to 2020, and Mr Rotimi Sodimu, former Registrar and current Council member. The panel notes that each of these persons provided documents to substantiate their allegations,” the report added.

Efforts to get the VC, Ogundipe to respond to the allegations proved abortive as he did not respond to a Whatsapp message which our correspondent sent to him. Calls made to his mobile phone also rang out. He also did not pick his Whatsapp calls.

But UNILAG’s spokesperson,  Mrs Nonye Oguama said, “The management of UNILAG is not aware of any such report; so I can’t react to what I am not aware of. I hope it is not one of the enemies of the university that is coming up with this?”

The West African Examinations Council (WAEC) has revealed when the results of the ongoing 2021 West African Senior School Certificate Examination (WASSCE) will be available.

The examination council’s director of public affairs, Demianus Ojijeogu, said the results will be out 45 days after the last paper is written.

Ojijeogu reportedly added that the certificates will also be available 90 days after the last paper is written.

The Examination reportedly started in Nigeria on Monday, August 16, and will end on Thursday, October 8th, 2021.

The Management of University of Ilorin (UNILORIN) has pegged September 17th, 2021 for the Matriculation ceremony of the newly admitted students of the 2020/2021 Academic session.
